The score leaves Power equal 80th in the field of 144, six shots behind joint leaders Branden Grace, James Nitties and Tiger Woods.
He shares the same score with 16 other golfers, including 2005 US Open winner Michael Campbell.
Power, playing for the second time at Kingston Heath, had a steady opening to his round, parring the opening four holes before bogeying the fifth and ninth.
Power recovered a shot on the par-four 13th but finished the day two over after bogeying the 18th.
He tees off in the second round this morning.
