CAIRNS would become a special personal tax zone and home to thousands of relocated public servants under Tony Abbott's radical plan to reshape Australia.

A secret Coalition draft economic policy document, entitled Vision 2030, also proposes diverting $800 million from the foreign aid budget to building a tropical health medical centre in the Far North.

In a high-level leak to News Limited, the 30-page document outlines plans for the mass migration of public service workers north of the Tropic of Capricorn to Cairns, Darwin and Karratha, 1500km north of Perth.

While not specifying which southern state capital cities would be targeted for relocation of Government departments, western Sydney would be expected to be a major source of the new northern workforce, with 22,000 public sector jobs in the region alone.
